Starting the week with a CPC workshop (not public so no link) below a few bits of waffle thought from my tortured brain;

  • Digital Plans should start with open data (no more PDFs) and open source (so scalable for all) —Evidence base and studies can easily in most cases provide data in in raw formats (.CSV, Excel, GIS Shapefiles) enabling manipulation and machine readable opportunities and linking evidence to relevant policy: the holy grail would be to enable translation into Development Management which collects vast data archives which are unusable for policy making (and even monitoring).
  • Move towards digital plan is long game and certain requirements at examination and within PINs will need to be evolved collaboratively across all involved as a systems piece, however there is much we can start on now (no one is going to do this for us)
  • ‘Searchable’ local plan (stolen from Stef_W)— how can you construct a local plan (and evidence base) to be searchable — by theme, location, exploring site allocations and their links to call for sites etc (Reduces FOI and improves clear one version of truth communication/engagement for members/developers/citizens).
  • Digital local plan consultation — a mix of the above but with guidance and a guided journey to enhance public understanding of planning legislation and the decision making process around local plans through visusla nd multimedia approaches. We — GCSP have already started this journey — see all the NEC webinars and some of the other Q&A sessions on the website)

  • Again thanks to Stef_W How can you design an local plan submission so that it is easier/quicker for inspectors to assess and use as part of EIP?
  • Current challenges will be upfront investment required even for discovery and prototyping, skills — lack of data scientists, community engagement specialists, service designers, systems practitioners in planning depts, engagement professionals also key to tease out user stories to ‘design’ in from a user centric perspective
  • White paper is helpfully proposing ‘to move towards standards’ which will ensure consistent and clean data which is live — then designing algorithms to interpret the simple data whilst planning complexity with nuance can be undertaken by planners with their time being freed up.
